Expliquer le design appliqu\u00e9 \u00e0 l’action publique dans les modalit\u00e9s habituelles de formation en chambre est une gageure\u2026 et souvent une source de frustration, quelque chose comme : \u00ab\u00a0…je vous raconte sur un PowerPoint et dans une salle de cours mais vous ne pouvez pas vous rendre compte parce que dans la r\u00e9alit\u00e9 c’est compl\u00e8tement diff\u00e9rent\u2026\u00a0\u00bb<\/em><\/p>\n

Inversement, la p\u00e9dagogie par l’action peut laisser un peu sur sa fin : \u00ab\u00a0… tout semblait tr\u00e8s clair quand on \u00e9tait en train de faire sur place mais maintenant que je dois refaire chez moi et je ne sais plus par o\u00f9 commencer\u2026\u00a0\u00bb<\/em><\/p>\n

Entre le \u00ab\u00a0hors-sol\u00a0\u00bb et le \u00ab\u00a0tout-terrain\u00a0\u00bb, le module de formation \u00ab\u00a0Design de service public : vers de nouvelles d\u00e9marches participatives\u00a0\u00bb que nous venons d’exp\u00e9rimenter avec l’INET \u00e0 Strasbourg et 16 d\u00e9cideurs territoriaux tr\u00e8s motiv\u00e9s cherchait \u00e0 se frayer un chemin entre ces deux \u00e9cueils. Tout cela en une petite vingtaine d’heures \u00e9tal\u00e9es sur trois jours ce qui est aussi une gageure et une course forcen\u00e9e pour les stagiaires comme pour les formateurs !<\/p>\n

Pour la partie \u00ab\u00a0in vivo\u00a0\u00bb la Direction de la culture de la ville de Strasbourg nous accueille en mettant en jeu le chantier qu’elle a en cours sur la r\u00e9invention de la relation avec les 17 \u00e9coles de musique de la ville vers la co-construction de projets pour plus d’inclusion sociale : intervention de Brigitte Gadouleau et Mohamed Achab de la Mission d\u00e9veloppement des publics pour lancer la r\u00e9flexion ; exploration sur le terrain avec un \u00e9chantillon de parties prenantes cot\u00e9 \u00e9coles et cot\u00e9 administration ; construction de maquettes en moins de temps qu’il ne faut pour le dire ; et finalement rendez-vous \u00e0 la Direction de la culture pour une s\u00e9ance de pr\u00e9sentation et de co-construction \u00e0 partir de maquettes. Une trentaine de personnes en tout qui commence le tour de table : d’un cot\u00e9 plusieurs Directrices d’\u00e9coles de musique, de la Boutique culture, des agents de la Direction de la culture curieux de ce qui pourrait bien sortir de cette exp\u00e9rimentation. D’autre cot\u00e9 les participants au module qui commencent le tour de table en se pr\u00e9sentant comme stagiaire INET. \u00ab\u00a0Non ! Ne vous pr\u00e9sentez pas comme \u00e7a, dites vraiment qui vous \u00eates\u00a0\u00bb : des responsables territoriaux de diff\u00e9rence structures parfois tr\u00e8s proche de la culture parfois tr\u00e8s \u00e9loign\u00e9es. Une quinzaine de pairs \u00e0 diff\u00e9rents niveaux de gouvernance et provenant de toute la France\u2026 Et c’est bien l\u00e0 que le jeu prend toute sa valeur : bien plus que des stagiaires qui b\u00e9n\u00e9ficient d’un terrain d’exercice c’est une revue de pairs \u00ab\u00a0hors-pairs\u00a0\u00bb. Au-del\u00e0 du jeu de mots c’est bien toute la richesse de professionnels tr\u00e8s qualifi\u00e9s que l’on a pas l’habitude de pouvoir r\u00e9unir autour de la m\u00eame table. C’est une multitude de points de vue souvent tr\u00e8s \u00e9loign\u00e9s et donc encore plus \u00e0 m\u00eame de changer le regard.<\/p>\n

En tout cas les r\u00e9sultats sont l\u00e0 : m\u00eame si les maquettes sont encore branlantes, la discussion est riche, enrichissante pour les deux parties \u00e0 la fois comme exercices d’application in vivo et comme une AMO id\u00e9ale, multidisciplinaire et innovante…<\/p>\n

La partie \u00ab\u00a0in vitro\u00a0\u00bb est aussi au mieux ancr\u00e9e dans le r\u00e9el : expo de cas et d’exemples de toute l’Europe \u00e0 visiter tout au long des trois jours ; points focus d’approfondissement anticipant chaque \u00e9tape de l’exercice d’application ; biblioth\u00e8que de r\u00e9f\u00e9rences pour approfondir sur place et surtout deux sessions originales : une premi\u00e8re session intitul\u00e9e \u00ab\u00a0ap\u00e9ro\u2013consultation\u00a0\u00bb o\u00f9 ceux qui le d\u00e9sirent viennent proposer leur probl\u00e9matique \u00e0 la r\u00e9flexion de leur pairs et une seconde session de \u00ab\u00a0construction de mon plan d’action\u00a0\u00bb pour mettre en \u0153uvre tout \u00e7a \u00e0 mon retour au bureau lundi matin.<\/p>\n

Enfin le t\u00e9moignage de Fran\u00e7ois Charlier, DGA de la r\u00e9gion Grand Est qui depuis 2009 a go\u00fbter avec app\u00e9tit \u00e0 tous les plats du menus de la 27e r\u00e9gion : R\u00e9sidences, Transfo, Labo en fonctionnement depuis 6 ans.<\/p>\n

\u00c0 la fin des trois jours quand on s’interroge sur comment am\u00e9liorer la formule parmi les enthousiasmes des uns, les id\u00e9es et les points d’attention des autres, ce qui \u00e9merge c’est surtout cette id\u00e9e d’ancrage dans le r\u00e9el, de formation appliqu\u00e9e \u00e0 un cas, voire de formation appliqu\u00e9e \u00e0 chacun des cas de chacun des participants. Une suggestion embl\u00e9matique pour un prochain module ? Organiser un rendez-vous en ligne sous le forme de conf\u00e9rence t\u00e9l\u00e9phonique permettant \u00e0 chacun de revenir sur ce qu’il va dig\u00e9rer, de retrouver l’enthousiasme du stage et de ses pairs, de b\u00e9n\u00e9ficier d’un suppl\u00e9ment d’accompagnement et de conseil sur ses projets\u2026<\/p>\n

Entre \u00ab\u00a0formation-action\u00a0\u00bb et \u00ab\u00a0action-formation\u00a0\u00bb les fronti\u00e8res deviennent tr\u00e8s flou : c’est l’occasion pour les \u00e9tablissements d’enseignement comme l’INET de r\u00e9inventer, de tester, d’exp\u00e9rimenter des nouveaux mod\u00e8les de partage des savoirs et des savoir-faire…<\/p>\n

Et Fran\u00e7ois Charlier de conclure pour finir de brouiller les cartes : \u00ab\u00a0on a tous des emplois du temps surcharg\u00e9s. On the one hand, explaining the design applied to public action in the usual modalities of room training is a challenge… and often a source of frustration, something like: \u00ab\u00a0… I tell you about through a PowerPoint and in a classroom but you cannot realize what it is because in reality it is completely different… \u00ab\u00a0<\/em><\/p>\n

On the other hand, pedagogy through action can leave a little bit to its end: \u00ab\u00a0…everything seemed very clear when we were doing on the spot but now that I have to remake at home I am a bit lost and I do not know where to start… \u00ab\u00a0<\/em><\/p>\n

Between the \u00ab\u00a0off-ground\u00a0\u00bb and the \u00ab\u00a0off-road\u00a0\u00bb, the training module \u00ab\u00a0Public service design: towards new participatory approaches\u00a0\u00bb that we have just experienced with INET, the French National Institute for Territorial Studies in Strasbourg and 16 highly motivated territorial decision-makers was looking for how to make its way between these two pitfalls. All this in a little twenty hours spread over three days, which is also a challenge and a race for both the trainees and trainers!<\/p>\n

Say who you are in reallity\u00a0\u00bb: territorial decision-makers of difference structures sometimes very close to the culture sometimes very distant. Sixteen peers at different levels of governance and from all over France… And that’s where the game takes its full value. More than trainees who benefit from a practice field, it is a peer-review but a peer-review of unusual suspects. Beyond the play on words it is indeed all the wealth of highly qualified professionals that we are not used to gathering around the same table. It is a multitude of points of view often very distant from the culture matter and therefore even more able to change the look.<\/p>\n

In any case the results are there: even if the mock-ups are still shaky, the discussion is rich, enriching for both parties both as exercises of application in vivo and as an ideal project management assistance, multidisciplinary and innovative…<\/p>\n

The \u00ab\u00a0in vitro\u00a0\u00bb part is also at best anchored in reality: an exhibition of cases and examples from all over Europe to visit throughout the three days; Deepening focus points anticipating each step of the implementation exercise; Library of references to deepen on the spot and especially two original sessions: a first session called \u00ab\u00a0consultation-appetitive\u00a0\u00bb where those who want to propose their problems to the reflection of their peers and a second session called \u00ab\u00a0building my plan of action\u00a0\u00bb to implement all the lessons learned on my return to the office next Monday morning.<\/p>\n

Finally, the testimony of Fran\u00e7ois Charlier, General Deputy Director of the Grand Est region which since 2009 has tasted with appetite all the dishes of the menus of the 27th Region: Residences, Transfo, Lab in operation for 6 years.<\/p>\n

At the end of the three days when one asks how to improve the formula among the enthusiasms of some, the ideas and points of attention of others, what emerges is above all this idea of \u200b\u200banchoring in reality, of a training applied to a case, or even training applied to each of the cases of each of the participants. An emblematic suggestion for a future module? Organize an online meeting in the form of a conference call allowing everyone to go back on what s\/he is going to digest, to regain the enthusiasm of the training session and of her\/his peers, to benefit from a supplement of accompaniment and advice on its projects …<\/p>\n

Between \u00ab\u00a0action-training\u00a0\u00bb and \u00a0\u00bb training- action\u00a0\u00bb the boundaries become very tight: this is an opportunity for educational institutions like INET to reinvent, test and experiment with new models of knowledge and know-how sharing…<\/p>\n
