En effet, on a tendance \u00e0 v\u00e9rifier la r\u00e9alisation ou non des actions mais les territoires s&rsquo;int\u00e9ressent encore assez peu \u00e0 observer et comprendre\u00a0les transformations et les changements que celles-ci ont effectivement provoqu\u00e9es. Les d\u00e9marches d&rsquo;\u00e9valuation, dans les projets de territoires durables (mais pas seulement) sont donc souvent inexistantes. Pourquoi ? Tant\u00f4t vraies, tant\u00f4t pr\u00e9textes, tant\u00f4t surmontables, tant\u00f4t infranchissables, ces raisons ont pour r\u00e9sultat de ne pas faire de l&rsquo;\u00e9valuation.<br \/>\nLongtemps, on a pens\u00e9 que le manque d&rsquo;\u00e9valuation \u00e9tait d\u00fb au manque de m\u00e9thodologie et d&rsquo;ou<br \/>\ntils. Des guides, outils, bonnes pratiques, modes d&#8217;emploi ont alors \u00e9t\u00e9 \u00e9labor\u00e9. Or\u00a0cela n&rsquo;a pas vraiment chang\u00e9 les choses. Que faut-il faire alors ?<\/p>\n<p class=\"p1\"><span class=\"s1\">Strategic Design Scenarios et Quadrant Conseil, \u00e0 l\u2019initiative du Commissariat G\u00e9n\u00e9ral au\u00a0D\u00e9veloppement Durable<\/span>\u00a0ont d\u00e9cid\u00e9 de travailler \u00e0 un dispositif de \u00ab\u00a0pr\u00e9chauffage de l&rsquo;\u00e9valuation\u00a0\u00bb. La logique est la suivante : si ce n&rsquo;est pas un manque de techniques, d&rsquo;outils et m\u00e9thodes qui emp\u00eachent l&rsquo;\u00e9valuation de se faire, qu&rsquo;est-ce donc ? Il y a des raisons multiples, diverses et qui s&rsquo;additionnent bien souvent. Cela r\u00e9sulte en un ensemble de conditions d\u00e9favorables \u00e0 la mise en place d&rsquo;une d\u00e9marche d&rsquo;\u00e9valuation.<\/p>\n<p class=\"p1\">Le travail doit donc porter sur : l&rsquo;identification du contexte actuel (quelles sont les raisons, qui aujourd&rsquo;hui, chez moi, bloquent\/limitent\/emp\u00eachent la mise en place d&rsquo;une d\u00e9marche d&rsquo;\u00e9valuation) et l&rsquo;identification de tout un tas de trucs et astuces, de leviers pratiques et concrets \u00e0 actionner pour permettre de rassembler un maximum de conditions favorables minimum pour se lancer dans l&rsquo;\u00e9valuation. A la mani\u00e8re du pr\u00e9chauffage de votre voiture, vous devez, avant de vous lancer dans une longue route, v\u00e9rifier les voyants qui s&rsquo;allument sur votre compteur, v\u00e9rifier l&rsquo;\u00e9tat g\u00e9n\u00e9ral de votre voiture. Ce dispositif prend la forme d&rsquo;un jeu de cartes de deux types : d&rsquo;une part, des cartes \u00ab\u00a0raisons\u00a0\u00bb et d&rsquo;autres part des cartes \u00ab\u00a0leviers\u00a0\u00bb. Ces cartes, tir\u00e9es d&rsquo;exp\u00e9riences r\u00e9elles, v\u00e9cues et inspir\u00e9es des collectivit\u00e9s participant au groupe de travail, se pr\u00e9sentent sous la forme de citations \u00e0 propos de l&rsquo;\u00e9valuation, formul\u00e9es en langage parl\u00e9\/naturel\/direct tel qu&rsquo;entendu au quotidien dans les services\/administrations. Indeed, there is a tendency to verify whether actions have been completed\u00a0or not, but local administrations tend not to closely look at\u00a0the transformations and changes that those actions\u00a0have actually brought (in terms of behavioural change, environmental benefits, social cohesion, etc.). Evaluation approaches in projects of sustainable territories (but not only) are therefore often non-existent. Why ? There are tons of reasons for not doing an evaluation. Sometimes true ones, sometimes pretexts and excuses, sometimes there are surmountable, sometimes less, but all those reasons result in one thing: let&rsquo;s not evaluate. For a long time, it was thought that the lack of evaluation was due to the lack of methodology and tools. Guides, tools, good practices, instructions were then developed. But this hasn&rsquo;t really made a difference. What should we do then? What&rsquo;s blocking?<\/p>\n<p>Strategic Design Scenarios and Quadrant Conseil, on the initiative of the General Commissariat for Sustainable Development decided to work on a process of \u00ab\u00a0preheating of evaluation\u00a0\u00bb. The logic is the following: if it is not a lack of techniques, tools and methods that prevent evaluation from being done, what is it? Similarly to the\u00a0preheating system of your car, you must check all the lights on your dashboard and check the general condition of your car\u00a0before taking your car\u00a0for\u00a0a long trip. In the same way for the local authorities, the idea is to first do a little check-up of the situation in order to decide to launch (or not for that matter) an evaluation process\u00a0in the best conditions of success.<\/p>\n<p>How\u00a0does this preheating system\u00a0look like? This \u00ab\u00a0tool\u00a0\u00bb\u00a0takes the form of a set of cards of two types: on the one hand, \u00ab\u00a0reasons\u00a0\u00bb cards and on the other hand \u00ab\u00a0levers\u00a0\u00bb cards. These cards, inspired by field experiences, real stories from civil servants of the administrations\u00a0participating in the working group, come in the form of quotations about evaluation, formulated in spoken \/ natural \/ direct language. Depending on how the game is played (multiple scenarios exist, from one-player game to pairs to small groups to large groups), players collect the cards they consider to be the most relevant cards for their administration \u00ab\u00a0that speaks to me, it&rsquo;s really like that at home\u00a0\u00bb and try to identify all the possible levers which could help overcome those \u00a0\u00bb reasons for not doing\u00a0evaluation \u00ab\u00a0.<\/p>\n<p>Finally, players are asked to analyze \/ discuss the \u00ab\u00a0levers\u00a0\u00bb cards through\u00a0a certain number of questions: is this lever operable at my level or at other levels [hierarchical], can this lever be activated quickly or in the long term, is the perceived impact of this leverage rather weak or strong, and lastly, does it require a lot of resources or little (and of what kind)?<\/p>\n<p><img loading=\"lazy\" class=\"alignleft wp-image-242 size-large\" src=\"http:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452-1024x638.jpg\" alt=\"evaluation d\u00e9veloppement durable sds agenda 21 \" width=\"1024\" height=\"638\" srcset=\"https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452-1024x638.jpg 1024w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452-342x213.jpg 342w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452-370x231.jpg 370w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452-1040x648.jpg 1040w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/03\/IMG_2270-e1490195767452.jpg 1638w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>This game-tool, which is playful, unusual\u00a0and collective, is intended to be both an object of discussion on evaluation, an occasion for sharing points of view, confronting perceptions, and building convergences of views and understandings and a support for decision-making regarding the launching\u00a0(or not) of an evaluation process.<\/p>\n<p>This game was co-created with more than forty actors\u00a0from territories (local authorities), resource\/support actors\u00a0(Cerema, etc.), and state actors (CGDD, DREAL, etc.) through series of workshops in Paris at the CGDD, Aix M\u00e9tropole, Choisy le Roi and 3 other territorial administrations\u00a0will\u00a0soon test the [prototype version of the] game.<\/p>\n<p><strong>This game was awarded on the 16 of March 2017 by the Futurs Public Public Innovation Competition<\/strong> at La Cousinade (an event dedicated to public innovation) organized by Futurs Public, the Public Innovation Laboratory of the State, incubated By SGMAP (General Secretariat for the Modernization of Public Action &#8211;
