The three-day trip is organized around several main themes: trade, migration, climate, security, etc. in the light of which these young trainees are supposed to question the European institutions and challenge the interlocutors they meet. At the end of the trip, a reflexive time co-organized with Strategic Design Scenarios in which the 120 participants seek to rethink Europe (nothing less!) or at least improve certain aspects.<\/p>\n<p>The informal atmosphere of La Tricoterie in the St Gilles district in Brussels poses this ephemeral laboratory of innovation in strong contrast to the two and a half days spent European institutions.\u00a0The exercise here is essentially reflexive: to revisit the interactions of the two preceding days, to digest the contradictory inputs, to synthesize the lessons to be brought home &#8230; But to better look at it, this ephemeral lab potentially has a far greater scope: to capitalize on the energy and responsiveness of 120 young agents to find ideas and solve problems. If the exercise is\u00a0 is an end to itself today, it would benefit next year to be used by the European institutions visited themselves as a creative opportunity to be seized, a potential for resolving &#8211; or at least challenging &#8211; European problems and postures.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-291\" src=\"http:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive5.jpg\" alt=\"Diapositive5\" width=\"1000\" height=\"474\" srcset=\"https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive5.jpg 1000w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive5-342x162.jpg 342w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive5-370x175.jpg 370w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p>At the end of the exercise, 14 videos-sketches interpreted collectively among which one finds in bulk: Sessions of votes of the citizens organized like a collective feast moment throughout Europe; The possibility of voting for any candidate for European institutions, giving priority to ideas throughout Europe rather than national scale; A number of national seats in the European bodies correlated with the rates of participation in elections by the citizens of the corresponding country; Expertise in cyber security made available to companies, provided that they, once trained, provide in return the training of their peers; The organization of citizen councils including nationals from different countries to facilitate integration and better benefit from the richness of different cultures of governance in solving specific European problems; A European anti-radicalization fund available to local action; A mandatory European social service for 18-year-olds; A redesign of school curricula to integrate a day of practical practical instruction per week; etc.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-289\" src=\"http:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive3.jpg\" alt=\"Diapositive3\" width=\"1000\" height=\"474\" srcset=\"https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive3.jpg 1000w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive3-342x162.jpg 342w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive3-370x175.jpg 370w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p>Beyond these few examples of proposed ideas, we can note a number of common features in the different proposals that leverage on: more pro-active policies, hard-laws beyond soft-laws especially in the face of major challenges such as climate; Direct involvement of citizens at European level without going through the intermediary of bodies at national level; A vision of localized European citizens favoring local and supra-national levels of governance.<\/p>\n<p>At the end of each presentation, subgroups of participants are invited to imagine the reactions of 3 individuals: one who would be positively affected by their proposals, one with mitigated opinions and one that would be negatively affected. Here again, the exercise is a formative exercise for future national executives: to try to imagine the one or the other &#8211; as there is always one &#8211; who would be likely to suffer from the collateral effects of a new policy, certainly encourages more discernment. Le voyage de trois jours est organis\u00e9 autour de plusieurs grandes th\u00e9matiques : commerce, migrations, climat, s\u00e9curit\u00e9, etc.\u00a0 sous l&rsquo;angle desquels ces jeunes stagiaires sont cens\u00e9s interroger les institutions europ\u00e9ennes et les interlocuteurs qu\u2019ils rencontrent. En fin de voyage, un temps r\u00e9flexif co-organis\u00e9e avec Strategic Design Scenarios au cours duquel les 120 participants cherchent \u00e0 repenser l&rsquo;Europe (rien de moins!) ou tout au moins en am\u00e9liorer certains aspects.<\/p>\n<p>L\u2019atmosph\u00e8re informelle de la Tricoterie dans le quartier de St Gilles \u00e0 Bruxelles pose ce laboratoire \u00e9ph\u00e9m\u00e8re d\u2019innovation en contraste fort avec les 2 jours et demi pass\u00e9s les institutions europ\u00e9ennes.\u00a0L\u2019exercice est ici essentiellement r\u00e9flexif : revenir sur les interactions des deux jours pr\u00e9c\u00e9dents, dig\u00e9rer les inputs contradictoires, synth\u00e9tiser les enseignements \u00e0 ramener \u00e0 la maison\u2026 Mais \u00e0 y bien regarder, ce labo \u00e9ph\u00e9m\u00e8re a potentiellement une port\u00e9e bien plus grande : ils agit de capitaliser sur l&rsquo;\u00e9nergie et la r\u00e9activit\u00e9 de 120 jeunes agents pour trouver des id\u00e9es et r\u00e9soudre des probl\u00e8mes. Si l&rsquo;exercice est fin \u00e0 lui-m\u00eame aujourd&rsquo;hui il gagnerait l&rsquo;ann\u00e9e prochaine \u00e0 \u00eatre mis \u00e0 profit par les institutions europ\u00e9ennes visit\u00e9es elles-m\u00eames comme une opportunit\u00e9 cr\u00e9ative \u00e0 saisir, un potentiel de r\u00e9solution &#8211; ou au moins de remise en question &#8211; des probl\u00e8mes et des postures.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-290\" src=\"http:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive4.jpg\" alt=\"Diapositive4\" width=\"1000\" height=\"474\" srcset=\"https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive4.jpg 1000w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive4-342x162.jpg 342w, https:\/\/www.strategicdesignscenarios.net\/lab\/wp-content\/uploads\/2017\/05\/Diapositive4-370x175.jpg 370w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p>Au terme de l&rsquo;exercice, 14 vid\u00e9os-sketches interpr\u00e9t\u00e9s collectivement parmi lesquels on trouve en vrac : des sessions de votes des citoyens organis\u00e9es comme un moment de f\u00eate collective au travers de l\u2019Europe ; la possibilit\u00e9 de voter pour n\u2019importe quel candidat aux instances europ\u00e9ennes en privil\u00e9giants les id\u00e9es aux fronti\u00e8res nationales ; un nombre de si\u00e8ges nationaux dans les instances europ\u00e9ennes corr\u00e9l\u00e9 aux taux de participations aux \u00e9lections par les citoyens du pays correspondant ; de l\u2019expertise en cyber-s\u00e9curit\u00e9 mise \u00e0 disposition des entreprises \u00e0 condition que celles-ci, une fois form\u00e9es assurent en retour la formation de leurs pairs ; l\u2019organisation de conseils citoyens incluants des ressortissants de diff\u00e9rents pays pour faciliter l\u2019int\u00e9gration et mieux profiter de la richesse des diff\u00e9rentes cultures de gouvernance dans la r\u00e9solutions de probl\u00e8mes sp\u00e9cifiques ; un fond anti-radicalisation europ\u00e9en \u00e0 disposition de l\u2019action locale ; un service social europ\u00e9en obligatoire pour les jeunes de 18 ans ; une refonte des cursus scolaires pour int\u00e9grer une journ\u00e9e d\u2019enseignement pratique durable par semaine ; etc.<\/p>\n<p>Au del\u00e0 de ces quelques exemples d\u2019id\u00e9es propos\u00e9es on peut relever un certain nombre de traits communs dans les diff\u00e9rentes propositions qui font levier sur : des politiques plus volontaristes, des hard-laws au-del\u00e0 des soft-laws notamment face \u00e0 des d\u00e9fis majeurs comme le climat ; une implication directe des citoyens au niveau Europ\u00e9en sans passer par l\u2019interm\u00e9diaires des instances et du niveau national ; une vision de citoyens europ\u00e9ens localis\u00e9s privil\u00e9giant les niveaux de gouvernance locaux et supra-nationaux.<\/p>\n<p>Au terme de chaque pr\u00e9sentations, les sous-groupes de participants sont invit\u00e9s \u00e0 imaginer les r\u00e9actions de 3 individus : un qui serait affect\u00e9 positivement par leurs propositions, un dont l\u2019avis serait mitig\u00e9 et un qui serait affect\u00e9 n\u00e9gativement. L\u00e0 encore l\u2019exercice est formateur pour des futurs cadres nationaux : s\u2019exercer \u00e0 imaginer soi-m\u00eame celle ou celui &#8211; car il existe toujours &#8211; qui serait susceptible de p\u00e2tir des effets collat\u00e9raux d\u2019une nouvelle politique incite certainement \u00e0 plus de discernement.
