Le S\u00e9nat de Belgique accueille SUPERDEMOCRATIE<\/a> du 1er au 31 octobre 2017.<\/p>\n

Initiative conjointe de M HKA<\/a>, BPS 22<\/a>, BOZARS<\/a> et VUB CROSSTALKS<\/a> cette exposition pr\u00e9sente des \u0153uvres contemporaines et des commentateurs invit\u00e9s autour des th\u00e8mes INVESTIGATIO, CONCORDIA, CONCINNARE, SALUS, INVENTIO, IN SOLIDUM, DIVERSITAS (IN SAMENHANGEN), RADIX, DIVERSITAS, OECONOMIA, DIVERSITAS (GENDER) et MOBILITAS.<\/p>\n

On ne peut que saluer cette initiative en ces temps de menaces de nos d\u00e9mocraties. Investir le S\u00e9nat de Belgique pour poser l\u2019hypoth\u00e8se d\u2019une SUPERDEMOCRATIE \u00e9largie aux mouvements croissants de d\u00e9mocratie d\u00e9lib\u00e9rative<\/i>, englobant l’id\u00e9e du \u00ab Parlement des choses \u00bb de Bruno Latour, etc. est une action de la plus haute importance surtout quand on sait la remise en question des institutions f\u00e9d\u00e9rales aujourd\u2019hui dans ce pays.<\/p>\n

Cette initiative permet d\u2019abord de faire entrer le public dans les institutions qui le repr\u00e9sentent et auxquelles il n\u2019a que rarement acc\u00e8s. Elle permet aussi de confronter les dirigeants politiques avec les questionnements pos\u00e9s par les artistes.<\/p>\n

SUPERDEMOCRATIE nous semble aussi poser la question de l\u2019actionabilit\u00e9 de ces d\u00e9marches et de leurs capacit\u00e9s de transformation effective de la gouvernance. SDS \u00e9tait invit\u00e9 \u00e0 parler sur le th\u00e8me INVENTIO. INVENTIO @ SUPERDEMOCRATIE…<\/strong><\/p>\n

Le texte introductif du th\u00e8me inventio<\/em> nous dit :<\/p>\n

\u201cl\u2019invention est\u00a0probablement le trait le plus saillant de l\u2019art; particuli\u00e8rement depuis l\u2019art\u00a0moderne. Mais inventer n\u2019est pas l\u2019apanage exclusif de l\u2019art : toute soci\u00e9t\u00e9,\u00a0pour \u00e9voluer, pour r\u00e9pondre \u00e0 ses besoins, doit inventer\u2026\u00a0\u00bb<\/em><\/p>\n

L’art nourrit et inspire l’inventio<\/em> societal. Dans ma pratique professionnelle qui a \u00e0 voir avec cet inventio<\/em> societal, avec le design, l’innovation sociale, le\u00a0d\u00e9veloppement durable l’inventio<\/em> participe des m\u00eames \u00e9lans mais il ne me semble\u00a0pourtant pas se comprendre tout \u00e0 fait de la m\u00eame mani\u00e8re.<\/p>\n

Voici quelques exemples de l\u2019inventio<\/em> dont je parle pour vous permettre de mieux saisir mon point de\u00a0vue :<\/p>\n

Il y a d’abord l’inventio<\/em> des gens en mati\u00e8re de collaboration entre citoyens :\u00a0dans le projet CoJardinage<\/a>, par exemple pour que tous les jardins priv\u00e9s de Bruxelles produisent des fruits et des l\u00e9gumes, nous cherchons avec Bruxelles Environnement<\/em> comment stimuler l’inventio<\/em> des\u00a0propri\u00e9taires de jardins qui n\u2019ont pas la main verte pour qu’il rencontre l’inventio<\/em> des jardiniers\u00a0amateurs qui n\u2019ont pas la chance d\u2019avoir leur propre jardin pour plus\u00a0d\u2019agriculture urbaine et de coh\u00e9sion sociale dans la R\u00e9gion Bruxelles Capitale.<\/p>\n

Il y a aussi l’inventio<\/em> des villes en mati\u00e8re d’innovation et de politiques publiques :\u00a0dans le projet \u00ab\u00a0REFILL the city<\/a>\u00ab\u00a0, un r\u00e9seau europ\u00e9en URBACT sur comment \u00ab\u00a0remplir\u00a0\u00bb tout les b\u00e2timents vides ou inoccup\u00e9s dans les villes, nous organisons pendant 3 ans des \u00e9changes entre la\u00a0ville de Gand, Amersfoort, Ath\u00e8nes, Bremen, Cluj, Helsinki, Nantes, Ostrava, Poznan et Riga, soit 10 villes europ\u00e9ennes engag\u00e9es dans l\u2019usage temporaire\u00a0des espaces vacants, qui rivalisent d’inventio<\/em> pour h\u00e9berger des initiatives citoyennes, des projets\u00a0sociaux, environnementaux ou entrepreneuriaux.<\/p>\n

Il y a l’inventio<\/em> des pouvoirs publics en mati\u00e8re de gouvernance et d’administration :\u00a0dans le projet avec le Service Publique de Wallonie, de co-construction d’un labo d’innovation publique \u00e0 la Direction G\u00e9n\u00e9rale Economie, Emploi et Recherche, nous cherchons comment mobiliser l’inventio<\/em> des agents du service public pour produire par eux-m\u00eames une administration\u00a0plus orient\u00e9e usagers et plus fluide.<\/p>\n

Enfin un dernier exemple : l’inventio<\/em> des citoyens europ\u00e9ens et de la Commission Europ\u00e9enne en mati\u00e8re de co-production de l’avenir :\u00a0dans le projet CIMULACT<\/a>, un projet recherche Horizon 2020 visant \u00e0 int\u00e9grer la soci\u00e9t\u00e9 dans les questions de science et d’innovation, nous\u00a0co-construisons une plateforme d\u00e9lib\u00e9rative pour mettre en r\u00e9sonance l’inventio<\/em> des citoyens pour formuler des visions souhaitables de la soci\u00e9t\u00e9 dans laquelle ils voudraient\u00a0vivre avec l’inventio<\/em> des scientifiques de tous les domaines de recherche afin d’orienter les politiques scientifiques de la Commission\u00a0Europ\u00e9enne vers la r\u00e9alisation de ces visions et vers une gouvernance qui prenne mieux en compte les gens.<\/p>\n

Ce sont pour moi peut-\u00eatre quelques modestes formes naissantes de cette SUPERDEMOCRATIE qui est le focus de cet \u00e9v\u00e9nement.<\/p>\n

Je reviens maintenant sur ma discussion de l\u2019inventio<\/em> et de certaines des \u0153uvres qui l’illustrent ici :<\/p>\n

Chaise\u00a0d\u00e9coup\u00e9e<\/em> nous indique la d\u00e9viation, l\u2019accident, le cadavre exquis comme\u00a0moteurs de l\u2019invention, mais la disruption ne suffit pas pour mettre au point une\u00a0solution adapt\u00e9e tenant compte de toutes les parties prenantes.<\/p>\n

L\u2019inventio<\/em> qui m\u2019anime, celui de l\u2019innovation sociale ou du\u00a0design d\u2019un quotidien plus durable n\u2019est pas d\u00e9nonciateur, ironique ou\u00a0provoquant. Il cherche au contraire dans la r\u00e9solution patiente, dans l’empathie avec les\u00a0contradictions du monde, dans le compromis qui rassemble, etc. Il cherche des\u00a0solutions praticables pour le quotidien des gens, pour ralentir le temps ou\u00a0pour habiliter chacun \u00e0 inventer !<\/p>\n

The Senate of Belgium welcomes SUPERDEMOCRACY<\/a> from 1 to 31 October 2017.<\/p>\n

This joint exhibition of M HKA<\/a>, BPS 22<\/a>, BOZARS<\/a> and VUB CROSSTALKS<\/a> hosts contemporary artworks and invited commentators on the themes of INVESTIGATIO, CONCORDIA, CONCINNARE, SALUS, INVENTIO, IN SOLIDUM, DIVERSITAS IN SAMENHANGEN, RADIX, DIVERSITAS, OECONOMIA, DIVERSITAS (GENDER) and MOBILITAS.<\/p>\n

We can only welcome this initiative in these times of threats of our democracies. Investing the Belgian Senate to pose the hypothesis of a SUPERDEMOCRACY enlarged to the growing movements of deliberative democracy, including the \u00ab\u00a0Parliament of Things\u00a0\u00bb by Bruno Latour is an action of the highest importance especially when we know the questioning of federal institutions today in this country.<\/p>\n

This initiative firstly brings the public into the institutions that represent it and to which it rarely has access. It also makes it possible to confront the political leaders with the questions posed by the artists.<\/p>\n

It also seems to us to raise the question of the actionability of these approaches and their capacities for the effective transformation of governance. SDS was invited to speak on INVENTIO. You will find here the complete text of our critical intervention as well as the artworks that illustrates the theme INVENTIO.<\/p>\n

INVENTIO @ SUPERDEMOCRATIE…<\/strong><\/p>\n

The introductory text of the inventio<\/em> theme tells us:<\/p>\n

\u00ab\u00a0Invention is probably the most salient feature of art; especially since modern art. But to invent is not the exclusive prerogative of art: any society, to evolve, to meet its needs, must invent… \u00ab\u00a0<\/em><\/p>\n

Art nourishes and inspires the societal inventio<\/em>. In my professional practice which has to do with this societal inventio<\/em>, with design, social innovation, sustainable development, the inventio<\/em> participates of the same impulses but it does not seem to me however to be understood quite in the same way.<\/p>\n

Here are a few examples of the inventio<\/em> I am talking about for you to better understand my point of view:<\/p>\n

There is first of all the inventio<\/em> of people in terms of collaboration between citizens:\u00a0in the\u00a0CoJardinage<\/a> project, for example, to ensure that all private gardens in Brussels produce fruits and vegetables, we are seeking, with Brussels Environnement<\/em>, how to stimulate the inventio<\/em> of garden owners who do not have the green hand to meet the inventio<\/em> of amateur gardeners who do not have the chance to have their own garden for more urban agriculture and social cohesion in the Brussels Capital Region<\/em>.<\/p>\n

There is also the inventio<\/em> of cities in public policy innovation:\u00a0in the project \u00ab\u00a0REFILL the city<\/a>\u00ab\u00a0, an URBACT European network on how to \u00ab\u00a0refill\u00a0\u00bb all the empty or unoccupied buildings in the cities, we organize exchanges between the cities of Ghent, Amersfoort, Athens, Bremen, Cluj, Helsinki, Nantes, Ostrava, Poznan and Riga, 10 European cities engaged in the temporary use of vacant spaces, which compete inventio<\/em> to host citizen initiatives, social, environmental or entrepreneurial projects.<\/p>\n

There is the government’s inventio<\/em> in governance and administration:\u00a0in the project with the Public Service of Wallonia<\/em>, co-construction of a public innovation lab at the General Direction Economy, Employment and Research<\/em>, we seek how to mobilize the inventio<\/em> of civil servants to produce by themselves a more user-oriented and more fluid administration.<\/p>\n

Last a final example: the inventio<\/em> of European citizens and the European Commission in the matter of co-production of the future:\u00a0in the CIMULACT<\/a> project, a Horizon 2020<\/em> research project aimed at integrating society into science and innovation issues, we are co-constructing a deliberative platform to bring citizens’ inventio<\/em> together to formulate desirable visions of society in which they would like to live with the inventio<\/em> of scientists from all fields of research in order to guide the scientific policies of the European Commission towards the realization of these visions and towards governance that takes better account of people.<\/p>\n

These are for me perhaps a few modest emerging forms of the SUPERDEMOCRACY that the all event is about.<\/p>\n

I return now to my discussion of the inventio<\/em> and some of the art works, which illustrate it here:<\/p>\n

Cut-off chair indicates the deviation, the accident, the exquisite corpse as motors of the invention, but the disruption is not sufficient to develop an adapted solution taking into account all the stakeholders.<\/p>\n

The inventio<\/em> that animates me, that of social innovation or of the design of a more sustainable daily living is not denouncing, ironic or provocative. It seeks, on the contrary, in patient resolution, in empathy with the contradictions of the world, in the compromise, which brings together, and so on. It seeks practical solutions for everyday life, to slow down time or to empower everyone to invent!<\/p>\n
