“Experimenting before deploying”, “testing to verify hypotheses”, this is the logic behind the Small Scale Actions (or Testing Actions) that have been integrated into the URBACT method. As a reminder, URBACT is designed to enable European cities of all sizes to work and exchange ideas together for more than two years to develop their local strategy on a public issue of their choice (citizen participation, sustainable food, low-carbon mobility, etc.).

SDS, in collaboration with Liat Rogel and Elisa Saturno, was asked to study the effects of Small Scale Actions on URBACT city networks. How many Small Scale Actions have been carried out? Why were they carried out? What has come out of them? What do cities get out of this experimental approach? Should cities be encouraged to conduct more experiments before developing public actions?

All of these questions were the subject of an in-depth qualitative survey of the 23 European city networks and served as a basis for rethinking the Testing Actions method for URBACT IV.

“Expérimenter avant de déployer”, “tester pour vérifier des hypothèses”, c’est la logique des Small Scale Actions (ou Testing Actions) qui ont été intégré à la méthode URBACT. Pour rappel, URBACT a vocation à permettre à des villes européennes, de toutes tailles, de travailler et échanger ensemble pendant plus de deux ans pour développer leur stratégie locale sur un problème public de leur choix (participation citoyenne, alimentation durable, mobilité décarbonnée, etc.).

SDS a été chargé, avec la collaboration de Liat Rogel et d’Elisa Saturno, d’étudier les effets des Small Scale Actions sur les réseaux de villes URBACT. Combien de Small Scale Actions ont été mené ? Pourquoi ? Qu’est-ce qui en est sorti ? Que tirent les villes de cette approche par l’expérimentation ? Faut-il encourager les villes à mener d’avantage d’expérimentations avant de développer des actions publiques ?

Toutes ces questions ont fait l’objet d’une enquête qualitative approfondie auprès des 23 réseaux européens de villes et ont servi de base pour repenser la méthode des Testing Actions pour URBACT IV.
